Carrot Tower: Free Observation Deck

Going to an observation deck can be costly in Tokyo – or it can be free if you go to the Carrot Tower in the Setagaya ward.

The Carrot Tower is a 26-story building that like so many high-rises in Japan is used in different ways. Mixed use includes shops, theater, radio, offices and an observation deck.

The building was completed in November 1996, with the Tokyu Corporation being the landlord. Tokyu is mainly known as the operator for various railways in the Tokyo Metropolitan Area, including the Meguro, Tōyoko and Den-en-toshi Line. But the company is also active in retail (Tokyu Hands, Tokyu Department Store) and hotels.

The name was chosen in a public contest.

The building is directly connected to the Sangenjaya station (Setagaya and Den-en-Toshi Line).

There is an elevator going to the 26th floor (observation deck and restaurant). Despite being named Sky Restaurant, none of the tables are next to a window. This leaves unobstructed access to those who won’t eat on top of the Carrot Tower.

This isn’t a 360 degree observation deck and the most famous landmark is only visible in good weather conditions: Mount Fuji.

Other than the restaurant, there are no other facilities at the top floor. Part of the floor is reserved for radio station FM Setagaya, This is just a satellite studio though, used for the show Afternoon Paradise from Monday to Thursday.

What to do

The observation deck is a good place to rest. As for the view, I’d recommend to come after dark, as the grey urban sprawl will look better than during daytime.

Besides shopping, there are other things to do:

  • Pick up the Ultraman manhole card – the actual manholes are unfortunately not nearby
  • Ride the Tokyu-Setagaya tram, which is only one of two remaining tram lines in Tokyo
